Bill Clinton is no Joe McCarthy

Retired Air Force Gen. Merrill "Tony" McPeak's recent comparison between Sen. Joseph McCarthy and former President Bill Clinton is factually wrong and politically misleading ("Obama aide compares Clinton to McCarthy," Page A7, Saturday).

Mr. McCarthy was a Marine Corps officer who served his country faithfully and patriotically. As a senator, he staunchly defended the United States against communism.

Records revealed after the end of the Cold War indicate he was correct. Mr. McCarthy was vehemently attacked by the left wing in this country, primarily by Democrats, who continue to attack him.

Mr. Clinton was a draft dodger who signed an executive order authorizing the sale of nuclear secrets to communist China. An impeached president, he risked America's national security for campaign contributions. He was embraced by the left wing, primarily Democrats.

To compare the two is a travesty. Gen. McPeak owes the United States and the memory of Mr. McCarthy an apology.

A serious book deserves a serious review. M. Stanton Evans wrote a very serious book on Senator Joseph McCarthy. Ronald Radosh’s “review” was hardly a review. It told us more about Radosh’s biases and baggage than it told us about Evans’ book.

Evans devoted considerable effort to the Amerasia case. The case was fixed by Thomas Corcoran, the ultimate wheeler and dealer in the Roosevelt and Truman administrations. Radosh referred to his book on Amerasia and calls it “a book from which Evans takes virtually all of his material and which he does not acknowledge.” In his response to Evans, Radosh wrote “I never wrote anywhere that Evans plagiarized our book.” What he accused Evans of was taking “virtually all of his material” from Radosh’s writings and not acknowledging it. That is the definition of plagiary. But Evans is not guilty of it. He got all of his material from the extensive FBI files that have been released on the case. The main culprits were Philip Jaffe, the editor of Amerasia and John Stewart Service, a State Department official who stole classified documents and gave them to Jaffe. Evans’ interpretation of the material is quite different from Radosh’s. In his New Republic article written a decade before his book, Radosh provided an eccentric interpretation of the case. The key to understanding the Amerasia case is the FBI wiretap on the fixer Thomas Corcoran. Radosh in his New Republic article refers to them as “illegally bugging his phone.” The wire taps were not illegal. Every President from Roosevelt to Nixon maintained that it was a presidential prerogative to intercept communications from foreign spies in the United States. Over 20 years ago, Stan Evans provided me a set of those wire taps that he had obtained from the FBI after they were declassified. Evans points out that Corcoran fixed the case on behalf of Lauchlin Currie. Lauchlin Currie was one of the Soviet agents working at a high level in the White House. Radosh claimed in his article that the “Chinese Nationalists (heroes to conservatives)” collaborated with “Service and his supporters” in getting the culprits off. This bizarre notion came from Service who claimed that the Chinese Nationalists, who were also clients of Corcoran on other matters, may have known of his role in fixing the case and did not object.

Two Soviet agents, Joseph Bernstein and T. A. Bisson, worked at Amerasia. They and Lauchlin Currie appeared extensively in FBI files on Soviet espionage and in Venona, the Soviet secret messages intercepted by the United States government. The National Security Agency began declassifying the transcripts of the messages in 1995. I wrote with Eric Breindel about this in The Venona Secrets (Regnery, Washington, DC, 2000) as did other writers.

As Evans pointed out, before John Stewart Service returned from China and began giving classified documents to Jaffe, he lived in Chungking where he had two house mates, Solomon Adler and Chi Chao-ting, both Soviet agents. Service and Adler, who worked for the Treasury Department, wrote their anti-Chiang Kai-shek reports to their agencies together. This provided State Department and Treasury Department with a false confirmation of the reports of their employees. Chi was a high-level employee of Chiang Kai-shek’s government. But what the Chinese Nationalists didn’t know was that he was a long time communist agent. Under the pseudonym R. Doonping, he was the head of the Chinese fraction of the Communist Party USA. He was also Philip Jaffe’s cousin through marriage. As Jaffe wrote in his pamphlet on the Amerasia case, "It was through Chi Chao-ting, a cousin of mine by marriage, that I accepted the Communist version of Marxism.” He also said “Service also lived [in Chunking] on the floor above in a room shared by my Chinese cousin, Chi Chao-ting, and Solomon Adler, a Communist Party member.” Adler was not a mere “Communist Party member.” He like Chi was a Soviet spy, and after 1949 both opted to live in Communist China, where they held high level jobs. Service continued to work for the State Department after the Amerasia case was fixed. He was there when Senator McCarthy made his charges, and he remained for a long time.

After his return to the United States, Service was in contact with Grace Granich, who had served as a communist international operative in China. Granich, under her maiden name Grace Maul, spoke on China to the 1938 National Convention of the Communist Party. According to the Comintern archives, she was followed on the platform by “Richard Young,” apparently a pseudonym for Chi Chao-ting, representing the Chinese faction of the CP USA.

It is an old communist tactic to attach an ism to the name of a person. It serves to cut off debate. Before McCarthyism (a term also popularized by other leftists) the communists fought against “Kautskyism,” “Loreism” and “Lovestoneism” among others. Evans’ book refuses to allow the communists to cut off debate. He puts the story of Joe McCarthy’s fight against communists in the government in the context of what we have learned from FBI declassified information, Soviet archives, and other sources. I urge conservatives to ignore Radosh and read the Evans book. They will learn the story of how bureaucrats helped the Soviet agents cover up Soviet spying during the “shameful years.”

First, a little history. I have been a subscriber to National Review since Vol. 1 No. 1. Second, over the years I responded regularly to your pleas for financial help in the aggregate of thousands of dollars. In short, I have been a NR guy.

On the conclusion of my first reading of Ron Radosh's review of Stan Evans’ book on McCarthy, I sat stunned for the better part of an hour. Rereading this piece with disbelief, I felt like a virtuous and loving husband who had just discovered his wife was having an affair with a local whoremonger.

I know you are retired from active management at NR but it is hard to imagine you didn't ask to personally review this piece considering your long history with the subject, your long personal and professional friendship with Evans and the fact that NR has carried his name forever on its mast as a contributor.

Anyway, having published daily newspapers for forty-five years I know things fall through the cracks, but where in hell was the editor? Busy becoming a TV celebrity exchanging inane talk with that consummate idiot, Alan Colmes?

I will leave it to Evans to rebut chapter and verse of this hatchet job of quibbles but permit me to scold you for so letting NR readers and Evans down (surely inadvertently). Any trained, responsible editor would have had alarm bells ringing by the reviewer’s charge of plagiarism by Evans and thus disqualified.

In the closing paragraph of the review, Radosh states: "(Evans) own exaggerations and unwarranted leaps parallel those made by McCarthy."

Holy Jesus, Mr. Buckley. Terrible, vicious, slanderous, you name it. Six years Evans spent researching and writing in an effort to explain how difficult it was to defend our freedom, our civilization from its mortal enemy reduced to vulgarism.

May God have mercy on us.
